when user selecting assignment type as external, only the 3rd party employees (All 3rd party admins & users) should be loaded into the 'primary assignee' & 'Secondary assignee' drop-downs

When user selecting assignment type as internal, only the internal employees should be loaded into the 'primary assignee' & 'Secondary assignee' drop-downs.
