Steps to reproduce
1. Login to the application with internal admin user
2. Navigate to dashboard
3. Verify whether ticket count is available for recovery widget.


For internal admin users, backlog widget count is displayed as 0. But for 3rd party admin users, backlog widget count is displaying count
