ptp - didn't tag as broken

1. place a pre-approved ptp
2.. you can see the reconnection via web log
3. change the ptp date to past date
4. execute payment validation service
5. ptp not get tagged as broken or disconnection not called

same procedure can be seen with credit empowerment officer approved PTP (on-approved PTP)
