NIC/BR Validation issue in Lead creation

1 - Log in to system using valid credentials (admin-a).
2 - Navigate to Sales pipeline.
3 - Click "Create Lead" button.

Expected result
  >> Can create a lead without entering "NIC/BR"

Current result
  >> Cannot create a lead without "NIC/BR".

>> Remove field validations in "NIC/BR" field.

3 - Click "Create Ticket" button.

  >> Can create a lead/ticket without entering "NIC/BR"

Current result
  >> Cannot create a lead/ticket without "NIC/BR".
